RAILROADS OF NEW YORK (RONY): LEGISLATIVE AGENDA PRIORITIES
  • RONY supports the release of NYS Capital Plan funding for freight rail projects from the 2005-10 Five-Year Capital Plan and the 2010-12 Two-Year Capital Plan so that essential freight rail projects throughout the state may get underway
  • RONY supports the establishment of the NYS Regional Economic Development Councils as is proposed in the Governor's 2011-12 Executive Budget submission and is prepared to work with the Councils to compete for incentives that will promote freight rail projects supporting economic development opportunities throughout NYS.
  • RONY supports legislation which would update New York State's railroad trespass laws in a manner necessary to encourage enforcement and deter illegal trespassing and vandalism activities.
  • RONY opposes legislation which would place unsafe and burdensome restrictions of the idling of railroad engines.
  • RONY opposes increased truck size and weight limits on the state’s highways.
  • RONY supports the development of the Marcellus Shale formation in NYS and opposes moratoriums on such activities. RONY is supportive of the DEC process that is currently establishing hydrofracking regulations.
  • RONY opposes Federal efforts to repeal the existing RR antitrust laws established by the Staggers Rail Act.
  • RONY opposes proposals that would place unsafe requirements on the transporting of putrescible and non-putrescible waste.
  • RONY supports NYS legislation that would repeal the provision of law requiring cost recovery assessments from local Industrial Development Agencies by the state.
  • RONY opposes proposals that would require increased notifications to local authorities regarding the transporting of hazardous materials from a safety and security standpoint.
  • RONY opposes placing limitations on contracts entered into with public authorities for the leasing of railroad facilities.
  • RONY supports proper eminent domain practices for essential infrastructure development projects.
  • RONY supports the creation of Job Tax Credits to spur infrastructure development and economic growth.
  • RONY supports legislation which would provide railroads with protection from frivolous lawsuits.
  • RONY supports the utilization of proper land use planning when industrial economic development projects are being considered.
  • RONY supports providing funding assistance to regional and short line railroads to help them comply with Federal safety requirements.
  • RONY supports the goals of the NYS Energy Plan by advancing freight rail transport as an efficient, environmentally-friendly and energy-saving mode for shipping goods.
