OF NEW YORK (RONY): KEY ISSUES |

RONY’s members have identified the following key issues
in New York State that state, federal and local officials
should address in order to assist the rail freight industry.
- IMPROVE NY’S COMPETITIVE
BUSINESS ENVIRONMENT
- Stop state and federal legislation that would impose
new regulatory burdens.
- Repeal discriminatory taxes, including diesel fuel
taxes on railroads.
- Update antiquated regulations and reduce unnecessary
administrative burdens.
- Update inadequate state clearance legislation to meet
full AREMA industry standards.
- Help create a more level playing field with other
modes of freight transportation.
- Further reduce high rates of local property taxes
on freight railroads.
- ENHANCE STATE & FEDERAL
RAIL FREIGHT FUNDING PROGRAMS
- At the State Level:
- Establish a permanent and adequate annual funding
program for rail freight projects, including track
upgrades, grade crossing improvements and maintenance,
as well as other safety improvements.
- Assist the railroads in addressing key clearance
and weight restrictions.
- At the Federal Level, support the national
railroad associations efforts to:
- Expand the Section 130 Grade Crossing Safety Program.
- Increase Corridors and Borders and Congestion
Mitigation and Air Quality Program funding and encourage
use of these programs for freight projects.
- Provide tax incentives and tax-exempt financing
to companies making investments in intermodal infrastructure,
including investments that accommodate 286,000 pound
rail cars.
- CONTINUE TO IMPROVE RAIL SAFETY AND SECURITY
- Greater focus on grade crossings safety improvements
and maintenance.
- Increase penalties against illegal rail trespassers
in order to reduce accidents and fatalities, as well
as railroad liability.
- Seek to revitalize NYS Operation Lifesaver, with State
assistance.
