The Chautauqua, Cattaraugus, Allegany, and Steuben Southern Tier Extension Railroad Authority, more commonly known as the Southern Tier Extension Railroad Authority or STERA was formed in the Summer of 2000, at the request of the four New York counties.  The NYS Legislature created the Chautauqua, Cattaraugus, Allegany, and Steuben Southern Tier Extension Railroad Authority (STERA) as a local public authority.  The STERA board is comprised of 13 members and each of the representative counties appoints 3 members to the STERA board while the Southern Tier West RP&DB appoints one member.

STERA is currently involved with two railroad lines:  the Southern Tier Extension Line and the Buffalo Line.  The Southern Tier Extension is a 145-mile long rail line (a segment of the former Erie-Lackawanna mainline) that runs between Corry, PA and Hornell, NY.  The Buffalo Line is a 40-mile long rail line that runs between Machias Junction and Cattaraugus County, NY and the PA state line at Portville, NY. The operator of both lines is the Western New York and Pennsylvania Railroad, LLC.  Norfolk Southern has trackage rights on both lines.

STERA works closely with both WNYP and NYS DOT on rehabilitation and improvement projects on both lines.  STERA’s current construction projects include the rehabilitation of 5 rail bridges on the Southern Tier Extension Line and tie installation and the rehabilitation of 4 grade crossings on the Buffalo Line.  STERA recently completed a track realignment and bridge repair project on the Southern Tier Extension.

Wheeler Lumber is a Minneapolis based company with 5 locations in the upper Midwest, selling, and manufacturing engineered treated wood products, landscape hard goods, roof trusses, and steel recreation bridges. Since 1892, they have been supplying treated wood products to RR, DOT and Utility companies to help them maintain their infrastructure.

Mr. Parrett has been with Wheeler since 1987. He has 32 years’ experience at Wheeler on the treated wood side of the business. Holding various positions and at multiple locations, Mr. Parrett has extensive knowledge of all aspects of wood preservation and the fabrication of heavy timber for RR and DOT bridges. He is a past President of the Railway Tie Association (RTA), a member of AREMA and AWPA, and represents Wheeler at ASLRRA and the NRC. He holds a BS in Forestry from Penn State University and currently resides in the Black Hills of South Dakota.

The County of Chenango Industrial Development Agency (IDA) is a public benefit corporation of the State of New York, established to provide financial and other incentives to firms expanding or locating in Chenango County. The Steuben County Industrial Development Agency (IDA) is the designated economic development organization for Steuben County tasked with business development activities in the County. A major area of development in recent years has been the development of opportunities around our rail infrastructure. The IDA has owned the Bath and Hammondsport rail line since 1996 and in 2012 received $727,578 in funding through the New York State Consolidated Funding Application process to rehabilitate two miles of track from the main line in Bath to the IDA-owned industrial park. The last train to run on this section of track was in 1992. The rehabilitation is being done in partnership between the State of New York, the IDA and the B&H Rail Corporation who operates the line. Work is expected to be done in mid-2013, opening up over 50 acres of land for development along the rail line.
